To be honest, as an EU citizen I feel much better without political influence here. And "illegal" content was perhaps just politically inconvinient content. There should be no contact. Twitter needs to comply with the law of course, but I don't see how that was violated.
For the protection of minors there needs to be selected and currated content. But that cannot be the normal for every user. Public figures need a PR agency, doesn't only apply to Twitter. Adults usually do not need protection from a website. Otherwise the same recommendations like they exist for any public figure has to apply.
