2. Only allow media to be posted by paying verified accounts. Everyone else gets text only.
3. Do not be afraid to block entire countries if some politicians flex. Politicians need Twitter to reach their supporters. They will fold.
4. Do not have local employees outside of the US to avoid them being arrested over some BS.
5. Live-streaming only available to paid users and can be linked to a person if needed.
Essentially: free speech for all but full features available only to those who don’t mind losing anonymity (at least to Twitter, not necessarily the public.)
Really, you can just end it there. You can't post videos or images in 280 characters. You can post links - but I don't see this as Twitter's problem. If someone posts an illegal link or says (in 280 characters) something illegal, then that person is the criminal - not Twitter. And KYC should apply and be enforced - as robust as any bank. And no API - an actual human needs to type that tweet - using whatever tech that can make that happen. Probably a head-mounted mind-reading keyboard of some sort. So I should say "think that tweet".
