That is an unnecessarily and unjustifiably limited definition of defense. The mere proposal of legislation is an attack.
"WP:ADVOCACY" is not a convincing argument for that viewpoint. Furthermore, defense can certainly be preemptive, so we have multiple levels of 'wrong' here.
