He can launch them so cheaply that I'm pretty sure he could replace them faster than the russians could ever destroy them (with their substandard infrastructure and incompetent staff)
In theory blowing up one could damage a lot of others in the same or nearby orbital planes with the fragments. Relative kinetic energies are large in orbit.
But this would be looked on as a hostile act by the USA. Russia won't have ICBMs or a navy shortly afterwards.
