I doubt that, but I’d be very interested in actual numbers to confirm either way.

That appears to be limited to WD and Amazon, or am I missing something?

I see pricing columns for Amazon, Best Buy, B&H, ebay, and newegg, but yes it does seem limited to WD branded drives.

Top of the page literally says "WD external drive price tracker."

And US only.

It is missing a few cheaper ($15/TB vs $17.8/TB) options for large drives from diskprices (Toshiba and Exos ones).
