Because we aren't worried about ICBMs anymore. We are worried about hypersonic nuclear missiles launched from nuclear sub that are off our coastline. All you need to do is design missiles that will fly low enough and fast enough so that no type of anti-missile system would be feasible. And they basically already have this.
