If true this is potentially very significant as the russian army is heavily dependent on railways for logistics. It's interesting that something as small as ball bearings can create major issues.
During WW2 Britain used to send Mosquito aircraft to Sweden to pick up ball bearings.

China makes ball bearings. A lot of them. Even for trains.
They could move back to old fashioned railway brass journal bearings. That would be in line with many of the other retrograde policies...
