Also: The posted video runs at 30 fps. There is no mention of 60 fps in the video metadata or in the video itself. Where did you get that from, OP?
(I'm not claiming that Doom in notepad.exe @ 60 fps isn't possible. On a sufficently fast computer I'm sure it is.)
I mean, it's obviously not actually "running in Notepad". It's just using an ASCII renderer and dumping the output in Notepad's text box with a few Win32 calls.
Maybe there are some tweaks necessary to make that semi-smooth, but there's nothing implausible about it.

Someone even wrote an AA-lib app to convert from a TV capture card to text so they could watch TV over a tty. [3] I guess they had to encode the audio like it was 35 mm at movies then. ;)
