Having been involved in the writing of terms of service (not my choice), I can tell you that lots of lawyers are involved that pore over every word, and nothing is an accident. Not unless paypal as a financial services company has terrible controls over its subscription agreements with customers, which seems hard to imagine.
They "accidentally" paid somebody to write a new agreement and then accidentally published it. Uh huh.
Well, they can come up with multiple reasons to seize money. I don't recommend PayPal to anyone tbh.
