Oh gee, how is this possible given the iron fist with which the Schedule 2 supply and prescription supply chain is managed?
Surely something so tightly vontrolled such that one can't even fill a prescription out of state, and for which there is chain of custody tracked slong every logistical link should not be prone to such mismatch in local consumption rates!
Central planning and regulation is supposed to be more efficient isn't it?
