The correct answer is "it depends". You can imagine the raw C/C++ structs are exported in the binary save file, in which case separate builds, OS and compiler settings may cause those structs to be different to those of the Win32 build of the game.
All this time and they never solved the latency problem. Which of course is a fundamental physics issue.
I've at least tried out all of the main game streaming options (GeForce Now, XCloud, Stadia, Steam Link, Parsec, etc). Maybe it depends on what games you play or your skill level, but latency/jitter has really only been an issue with using self-hosted options like Steam Link/Moonlight from a network with low upload bandwidth. And to some extent with OnLive, which doesn't exist any more.
Latency is always a problem for multiplayer, whether on local LAN or not. A lot of it comes down to how well the game engine deals with latency. I play Guild Wars 2 on GeForce now given that I have a Mac. Works just fine on normal days.
Isn't this something different though? You're downloading video and uploading game inputs, not passing game data around.

Their "negative latency" thing really didn't sound practical at all for games where latency matters.
