What is compelling about a Chromebook to get me to spend $999 on one? I have always viewed them as low cost computers. That said, I have used a Chromebook as a secondary computer so I have experience with them.
With Framework making it, it's really just a laptop that happens to run ChromeOS. $100 less, probably due to not having to pay for a Windows license.
