Edinburgh is in Scotland and in the UK we have Freedom of Expression not Freedom of Speech. Before you ask, the difference is that you have the right to state your opinion but there are limits on the ways in which you can state them.
It doesn't exist anywhere. Even in the US you have libel and defamation laws, which are not compatible with free speech absolutism. You'll find hundreds of other things if you start digging too
