From what I can gather from the twitter hashtags, the "report back on how it was spent" requirement effectively shamed the recipients of these TED grants into using it on almost entirely charitable ends. Not a bad thing I guess.
Reporting back was done only to TED and tbh I never heard from them again. Only constraint was no saving, no pension - you genuinely could do anything.
