That has nothing to do with is being discussed. Instead, what it is talking about is where researchers deposit their sequence data and don't provide metadata explaining what each sample is. Some of this might be accidental or be due to people not understanding what is required, but some of it is intentional -- researchers don't like being forced to share data (because they fear being scooped on the analysis) so they release the data without the information which would allow other people to use it. As the article states, this shouldn't be allowed.
