I did a fair amount of road trips around America to have a look around and found this to be true. For example, many small towns and even larger ones like Wichita Kansas feel like they're still in the 1970's. This is probably not as true as when I did my trips in the 2000's, because the internet has spread the future around more evenly.
Edit: I'd say the city that is most improved as far as moving into the future is Salt Lake City. I was there in 2004 and then 2020. There's been a remarkable transformation, which I guess is understandable because the Mormon Church has 100 Billion dollars, and is the richest religious organization, right behind the Catholic Church.

It's still a stupid law, but we have the technology to make it work.
However I'm not a fan of the concept of Internet License, maybe it's better to not give the kids the car if you don't want them to use it.
