The Google website says: "Universities may nominate up to four eligible students. We encourage nominating students with diverse backgrounds especially those from historically marginalized groups in the field of computing. If more than two students are nominated then we strongly encourage additional nominees who self-identify as a woman, Black / African descent, Hispanic / Latino / Latinx, Indigenous, and/or a person with a disability."
The online article says: "the third and fourth nominees must self-identify as a woman, Black / African descent, Hispanic / Latino / Latinx, Indigenous, and/or a person with a disability."
Other sections of Google's website were similarly misquoted. You can see Google's actual website on this program here: https://research.google/outreach/faq/?category=phd
Google's actual statement is more akin to the little "underrepresented minorities strongly encouraged to apply" notices at the bottom of many job ads. Regardless of your feelings about it, nothing Google is doing here even brushes close to a violation of the Civil Rights Act.
