There is a map `isBlackListed: address => bool` that stores blacklisted accounts. Then the transfer function starts with
function transfer(address _to, uint _value) public whenNotPaused {
require(!isBlackListed[msg.sender]);
...
}
So a blacklisted account cannot send USDT.
