Also should mention you can request to fill out the actual paperwork instead of using the app -- it's the not showing vaccination status that's the real reason for the fine!

The exemptions are limited to issues of accessibility, refugee status, natural disaster, etc. If you don't have a smartphone, they say to have someone else do it for you or use a web-based version. I'm in support of these measures, but be accurate about what they are.
