It's about damn time. However, having said this, I predict that almost nothing further will be learned about these objects. They may be intelligent, but I am convinced they are also disposable, and also motivated to give up as little information about themselves as possible. They are just observation drones, and their behavior matches that categorization. Once we implement high quality surveillance in the inner solar system, we should see the activity drop off quite a bit.
So it's an opinion that Congress implies UFOs have non-human origins? Perhaps. But why is it that lately when I notice that a piece I'm reading is sticking closely to the facts, or seems to be, and has lots of citations... it's usually an "opinion" piece? This re any subject at all. Overton window?
Or it could just be that all UFO sightings have been established to be human made and militarily relevant, and this provision allows them to handle that without Congress getting in the way.
