I am doubtful that her strategy of requesting the aid of cloudflare will be effective in deplatforming kiwifarms. Though cloudflare has removed websites in the past, this only rarely, and I believe they have stated they regretted it. Regardless, there are other services to protect from DDoS attacks, and we see both the daily stormer and 8ch are nowadays online again.
While distasteful, the best strategy in dealing with these sorts of websites is to ignore them and their malicious behaviour. Cease to offer them the reward of a reaction, and they will quickly grow bored and move on. It is unfortunate to be the current target of their amusement, but fortunately one has some degree of control over whether one remains that way.

- Targets of KF should just take the abuse until their abusers (hopefully) get bored
- Nowhere on earth is safe from a small-ish group of trolls, so there's no point in trying to regain privacy by moving far away
- There's no point in appealing to Cloudflare because it is a replaceable service
I have to say that I disagree on all fronts, especially with the idea that Keffals should have just taken it on the chin and waited it out.

It's not all about the place. Just being in a new country, especially one where it's possible to prevent your name from being published, makes a difference. It allows Keffals to reset her "opsecs" as you put it.
There are also countries where it's much harder to swat someone and where being swatted is more or less dangerous.
And, finally, if Keffals were to end up in the EU, she would be able to take advantage of GDPR and other privacy protections.

Yes, you did. I highlighted it because it is ridiculous on its face. Cloudflare has become a major backbone of the web, and there is not a real 1:1 replacement for it.
