Update ECR registry map for new AWS regions

These regions have been announced/discussed for a while, but given their presence in a point release of an AWS product, I suspect they are close to launch!

Locations:

  ap-south-2 Hyderabad
  ap-southeast-4 Melbourne
  eu-central-2 Zürich
  eu-south-2 Madrid
  me-central-1 Dubai

Not in the PR, but added to DNS a few months ago:

  il-central-1 Tel Aviv
