I wonder what will happen first: 1) water pipelines being built or 2) people moving away from states where it's difficult to sustain a typical western life or 3) people in these states figure out that they need to change their way of life in order to keep living in the desert?
I'd guess that all three are in the cards. Haven't seen any evidence of #2, but have heard rumblings about #1 and Nevada has already made changes (#3).
