Frankly, it surprised me that such a project as massive as NAWAPA would be championed by the LaRouche camp.

I really admire the ambition of something like this but wonder how exactly the water receiving areas would be compensating those sending water?

Or would the majority simply be water diverted from ending up in the ocean?
