A preferences API to answer questions like:

- Would Alice like this restaurant?

- Is this a good present for Bob's birthday?

- How do Charlie's likes and dislikes compare to mine?

I could kind of see this working. You could potentially check what these people are looking at or what ad groups they are part of based on their demographics.
