1.5MW * (24365) 20 year working life ~= 262,000 MWh. $25M -> ~$100/MWh. Much better than I would have thought for a pilot.

What about operational costs? Downtime?

I assumed the £20M was about R&D and production, not operation.

Why not just use windmills in the ocean? Anywhere the tides move, the wind also moves with it.

Water is 1000x denser than air, it seems reasonable that you can extract far more energy from it.

Sea water is also corrosive and full of little creatures that will make their homes on anything you put in the water. Any complex mechanical machinery is unlikely to last very long.
