Is it though? That could just read that it is citizens from other states.

I originally thought it was a cheap ploy for AZ/TX to do this, but the mayors of DC and NYC have complained and made exactly the statements that AZ/TX were soliciting. It might be a cheap ploy, but it’s been effective it seems.
