Being from one of the unsafest countries in America, and having also lived in the US, specifically in Phoenix area, this story has a really surrealist tone.

Phoenix metro is pretty safe. It seems safety is just varnish over the real issue here, which is some kind of bizarre neuroticism I can't fathom. It seems like a story that a big American newspaper would smugly write about some backwater, unsophisticated Eastern European police state.
