The only concrete thing in the article is the 900 refusals to stop since Jan 2022. But even that is missing context. What is a "normal" amount?

if people respect you they are more likely to cooperate when they encounter crime, instead of avoiding you and ignoring criminal behaviour, out of self preservation.

when the general public cooperates with you there is a much greater chance of aleveiating the crime. when the public fears you they will avoid interaction with you.

there are much better ways to suppress crime, than turning traffic laws into fishing expeditions, until you by chance encounter evidence of a crime.
