it's the clear policy objective for sure. The effectiveness might only be temporary - China is big enough for domestic competitors to emerge or get stronger - the US response to this is further escalation of suppression. The end will probably be war - US has decisive the advantage here and it makes sense to engineer a global conflict to maintain hegemony
