The first step of digitizing an administration is ... hardcore simplification or removal of tons of processes.

As far as I know, in my country there has been some teams dedicated to administration processes simplification or removal, then digitizing.

But it brought other issues like the dependency on big tech software, they were not careful at staying compatible with noscript/basic (x)html browsers (probably incompetence or corruption).
