Some specific states and localities also have programs to help first time homeowners, Nevada used to have an incredible one that only required something like 5% down but I don't see it anymore (they do still have other programs)

This already exists in the US. My guess is many financialization programs in Europe are modeled (or improved) off of existing ones in the US given that we were the loan/financialization innovator for most of the 20th century.
