Yes it doesn't handle an edge case in the same way body armor doesn't handle a 20mm depleted uranium chain gun, but it probably handles the likely threats well enough.
And it is available at a price the city council is willing to pay when facing a we-must-do-something-this-is-something-therefore-we-must-do-it in an area where it lacks expertise and the money to buy expertise...good cybersecurity has a diminishing value for dollar curve.
