I was about to ask if an OPML list of developer newsletters would be more useful... but are people even using RSS readers anymore?

I love RSS (I use newsblur). It makes it so easy to keep track of seldom updated, yet useful content.

For this list, the big question, which you allude to, is "who is updating the list, and how often?". Putting together the list one time is semi-useful, having it updated quarterly would be fantastic. (Not that I'm volunteering :) .) In 2023, will this list still be good or will it be, like many other 'ultimate lists' out of date, with 25% of the entries not active?

I also think that RSS is great for notifications. I recently did a project at FusionAuth (my employer) making our software releases available as an RSS feed (previously just an web page). Got a few "hurrahs", though it seems like the most common use was to have the RSS item be posted to slack.

Yes! I use RSS feeds as part of my daily routine to read the latest from interesting blogs I've aggregated over the years.

I use Reedr for RSS and Read it Later.

I use kill the newsletter for mailing lists to RSS.
