Crypto Fraud Is Growing Exponentially

"The reported losses from crypto scams in 2021 were 60 times larger than in 2018..."

But wouldn't the size of the crypto market in 2021 be at least 60 times bigger than in 2018? I'm not saying it's not a problem, but this factoid might just be another way of saying that the crypto market got much bigger, and still had scams in it.
