Struggling with the growth, need guidance for my agency

I have recently started an agency that makes the early age startups/businesses a brand. It's been 5+ years, since I have been working as a freelancer or providing services to clients. But this time, I am really struggling with growth. I don't know if it's my filter on what type of clients I want or my approach, but I really am under the water in getting new clients. Would love if someone can guide me out.
