It's not a fine. It's what Uber owes in social security back payments as well as other obligations to their drivers, for instance, compulsory accident insurance.

If the company won't pay living wages, employment taxes, or benefits...then it's less "that'll show them" and more "good riddance to those leeches."

For Uber, it's the drivers who provide the capital!
