"Oil" isn't "Oil".

There are many grades of oil. The U.S. generally produces light sweet crude. The Russian imported oil is heavy crude.

Heavy crude is used for asphalt and diesel. Light sweet is used for other oil products.

Refineries can generally only process a specific type of oil.

So if you want roads and trucking you need heavy crude and a specific refinery process.
