Although correct, this doesn't mean that the maintainers of the SRA necessarily did anything conspiratorial or wrong (legally or ethically). The article it cites does mention some interesting, long-term and ongoing issues associated with soft-deletion (IE, maintaining records, either online or offline, that have been "deleted", but hiding them from normal view) and the policies around storage of sequence data in general.
