TLDR: "America lacks manufacturing talent, therefore do not invest in growing that talent. Taiwan is currently cheaper, this is an immutable law (please ignore all the US-based fabs with which Intel was successfully competing until very recently), and price is all that matters."
That is also what I would say if I wanted to discourage a competitor.
