Looks like you identified the current nuclear power sites, but really the top 30 cities should be on the list, along with air bases and any town that has aerospace manufacturing. Maybe even port cities like LA given how it is the only port that can take large ships and we are seeing how bad of a bottle neck it has become.
We're working to add more sources, port cities are a great one to add to the list. We also don't have any hierarchy between sources at this point, but it's something I'd like to add.
