40W of power production sounds like a lot, but that’s optimum, at 28 mph, or about 6 Beaufort (https://en.wikipedia.org/wiki/Beaufort_scale#Modern_scale). That’s a strong wind.
Worse, this device, is, eyeballing, about a meter high, so you’ll need to have that wind speed very close to the ground. You won’t often get 28 mph at that height (https://en.wikipedia.org/wiki/Wind_gradient).
That’s important because wind power scales with the third power of wind speed (if wind speed doubles, the kinetic energy of the air going through the turbine quadruples, and twice as much air flows through the turbine), so a more realistic, but probably still optimistic 14mph (4 Beaufort) would decrease power output to around 6W.
Also, https://en.wikipedia.org/wiki/Small_wind_turbine#Placement: “One rule of thumb is that turbines should be at least 9 m (30 ft) higher than anything within 150 m (490 ft)”
⇒ I expect this to typically provide be a lot less power than that 40W.
You could improve Solar Roadways with this. Solar Roadways also raise from death every few years.
