Internet Service Sanctions: Changes to the UK Sanctions List

I get the feeling this is not meant to be implemented. It's a gesture that has political value only. The UK can say "We blocked these Russian sites". The author is taking it at face value as a technical prospect. So long as ISPs nod along and say they are blocking some Russian sites everybody will be happy, regardless of whether any traffic is actually stopped.
