Yea, still a 2-300ms delay, which is why I guess a lot of devs just disable zoom - that way they get that "instant native app" feel without actually having to think about it :)

Edit: Having just tried the sites in the Safari ... they zoom in just fine with that set, so .. Im a bit confused

There's now a specific CSS property for this which I believes disables specifically double tap to zoom (while leaving pinch-to-zoom working).
