I didn't get the notice - heroku account from August 2019 that I haven't used since then.

Me neither. I never actually published anything, so that might be the reason.

I'm relatively new to Heroku (about 2 months) and haven't received a notification

I have 2 Heroku accounts. 1 received this email. The other has not.
