HOAs have become big business and a profit center where the companies have incentives to fine people. This needs fixing.

HOAs are awful for many reasons, but this isn't one of them.

HOAs generally don't pay their board members. If they had a profit, they would have to either keep it in the bank, spend it on services, or reduce fees for homeowners. They have elections and rules of transparency.
