URL shorteners have been around longer than Twitter. For example, tinyurl.com launched in 2002 (https://en.wikipedia.org/wiki/TinyURL). Twitter wasn't until 2006 (https://en.wikipedia.org/wiki/Twitter).

People have many reasons they want a shorter URL. Twitter is only one of them.
