Why is OpenAI API not available in Ukraine?

Curious why it's not present in the supported countries list: https://beta.openai.com/docs/supported-countries

Seems like a weird omission

Russia is also not on the list, nor is Puerto Rico, Yemen, or Cuba. There are many omissions, so while I can't speak to how they decide, it's certainly not singling out Ukraine.
