Are large tech companies fulfilling the original promise of cloud?

Can't sepak about others, but AWS is a tech consultants' dream.

It hold business critical stuff, is very complicated to use and easy to fuck up.

It seems the author is a DO employee and they are trying to brand themselves as a dev friendly cloud provider.

Won't discuss that particular claim, but it's cool to see smaller players realizing they can and should compete with the bigger ones by providing better experience. IMO that's the greatest opportunity available nowadays.
