Ask HN: Are Regression Suites Worth a Shit?

If your tests are reliable and deterministic, it seems like they should run on change requests (PRs) as you can always scale resources more if you really need to. If they aren't reliable or deterministic, then putting them into a regression suite seems like will inevitably lead to a bloated, outdated and untrustworthy suite of tests. Does anyone do regression well?
